Legal Framework

The Association monitors and contributes to the laws and regulations that govern the import, storage, transportation and sale of petroleum products in Mongolia, and advocates for a stable, transparent and fair regulatory environment for its members.

Key legislation

• Law on Petroleum Products (2005, amended)

• Law on Petroleum (2014)

• Law on Support for the Supply of Strategically Important Products (2025)

• Law on Permits (2022)

• Law on Excise Tax (2006)

• Law on the Legal Status of Unified Professional Associations (2024, partly suspended)

The recently adopted tax law package takes effect on 1 January 2027; Government resolutions, ministerial orders and national fuel standards (MNS) that apply to the sector are also tracked.
